Douglas County Jail - Prison Rape Elimination Act (PREA)

The Douglas County Jail has a zero-tolerance policy for sexual abuse. The Prison Rape Elimination Act of 2003 is a federal law that seeks to eliminate sexual assault and sexual misconduct.

PREA Overview

The Douglas County Jail has a zero-tolerance policy toward all forms of sexual abuse and sexual harassment in our facility, under the Prison Rape Elimination Act (PREA) of 2003. We will enforce all federal, state, and local laws pertaining to inmate sexual misconduct. All reports will be fully investigated, which includes both allegations of sexual abuse or sexual harassment, by the Douglas County Jail and the Douglas County Sheriff's Office.

Under PREA, we have established uniform methods for prompt reporting and investigation of allegations of sex-related offenses or threats, identification of predators, protection of victims, and prescribing sanctions for substantiated sexual offenses, as well as false allegations. This standard is directed to all sexual acts relating to: inmate, inmate to staff, and staff to inmate.

Inmates who are currently being sexually assaulted are encouraged to talk to a staff member. This will allow for the quickest response.

If you suspect that an inmate is the victim of sexual assault/harassment, it can be reported in one of the following ways:
-Contact the Douglas County Jail Administration during regular business hours at 320-762-2139 and you will be directed to someone who can take the information.
-Call the Douglas County Jail and request to speak with the Shift Supervisor to make a report at 320-762-2139.
-Call the Douglas County Sheriff's Office at 320-762-8151.
-Call Someplace Safe at 320-762-1995.

The Douglas County Jail's continued commitment to maintain an organizational culture of zero-tolerance toward all forms of sexual abuse and harassment through annual staff training, contractor and volunteer training, notification to all professional visitors and inmate education is supported by comparing the final statistics for the previous two years. The supporting graphs show 2019 and 2020 the number of allegations of staff on inmate sexual abuse and harassment has stayed at zero.

The number of allegations of inmate on inmate sexual abuse has remained at 0 cases of any allegations in 2019 and 2020. The number of allegations of inmate on inmate sexual harassment has gone from 2 unfounded allegations and 1 unsubstantiated allegation in 2019 to 1 unfounded allegation and 1 unsubstantiated allegation in 2020. The Douglas County Jail redacts all personal identifies when reporting annual statistics.
