FAMILIES
The Minnesota Child Care Assistance Program (CCAP) can help qualifying families pay for child care while they go to work, look for work or attend school. This program assists with child care costs for children ages 0 through 12, and for children with special needs through age 14.
Eligibility is based upon family size, family income and participation in authorized activities. All families receiving child care assistance and earning 75% or more of the federal poverty guideline make co-payments based on family income.
How to apply for child care assistance:
- Apply online at MNbenefit or download the application (DHS-3550).
- Contact Douglas County Social Services at 320-762-2302 to request an application by mail
- Pick up an application packet at Douglas County Social Services.

PROVIDERS
The MN DHS Child Care Assistance Program (CCAP) provides financial assistance for families with low incomes to pay for child care in order for parents to pursue employment or education leading to employment. Douglas County Social Services functions as the CCAP agency for DHS and administers the CCAP program for both Child Care Providers and individuals wanting to apply for CCAP financial assistance. CCAP Plan
The Minnesota Department of Human Services (DHS) is designated under Minnesota Statutes, chapter 119B as the lead state agency for supervision of county administration of the Child Care Assistance Program (CCAP), Minnesota Statutes, Section 119B.08, Subd. 3 requires counties to submit a biennial Child Care Fund Plan to the commissioner. The Department of Human Services reviews and approves the County Child Care Fund Plans.
