Incident: Vehicle Pursuit/Standoff

Location: I94, MM 82

Suspect Information:

Subject 1: Sleen, Nicholas, Age 41 of Tower, MN
Subject 2: Jacobs, Allison, Age 20 of Eveleth, MN

Case Details:

On 09/15/2025 at approximately 12:12pm the Douglas County Sheriff’s Office was notified of a stolen vehicle that was currently at the Burgen rest stop, off I94. Deputies responded and attempted to stop the vehicle however the adult male driver, and adult female passenger fled westbound on I94.

Durning the pursuit other Law Enforcement Officers attempted to put down stop sticks but the driver was able to avoid them. Once the pursuit got near mile marker 82 deputies were able to slow the suspect vehicle enough to attempt a PIT maneuver. The PIT maneuver was successful causing the suspect vehicle to spin out.  The suspect immediately put the vehicle in reverse and accelerated rapidly in attempt to get away. Deputies were able to use their squads to pin the vehicle up against a guard rail.

Deputies gave verbal commands to the driver and passenger to exit the vehicle with their hands up. The driver and passenger did not respond to commands. Deputies saw the male driver put on a heavy winter coat and other items of additional clothing. This is a common tactic to attempt to defeat less lethal tools used by Law Enforcement. Due to the suspects behavior the Douglas County Sheriff’s Office armored vehicle responded to the scene to provide deputies with cover.

After numerous attempts to get the driver and passenger to exit the vehicle without success, Pepperball munitions were deployed into the vehicle. After the deployment of Pepperball both driver and passenger exited without incident.

The Driver was Identified as Nicholas Sleen, and passenger identified as Allison Jacobs. Both were provided medical attention and transported to the Douglas County Jail to be held on numerous charges to include fleeing in a motor vehicle, 5th degree possession of a controlled substance, possession stolen property, and prohibited persons in possession of firearms or ammunition.

During this incident I94 was shut down at the Evansville exit.

The Douglas County Sheriff’s Office was assisted by the MN State Patrol, Alexandria Police Department, Grant County Sheriff’s Office, Otter Tail County Sheriff’s Office, MN DOT, and North Ambulance.
